👨💼 Dr Alex Chapman is a Senior Economist at the New Economics Foundation (NEF). He focuses on the economics of climate change, nature recovery and inequality.
✈️ In October 2024, NEF (and partners) published a study on the Frequent Flying Levy in Europe, based on economic modeling by CE Delft and a legal assessment by AdaStone Law: https://neweconomics.org/2024/10/a-frequent-flying-levy-in-europe
📉 The study found that introducing a staggered tax on flights across Europe would reduce passenger numbers in 2028 by 26% and emissions by 21% vs. a ‘business-as-usual’ scenario. It could also raise around €64 billion per year at no extra cost to most people.
💸 They found that just over half (54%) the savings in a given year would come from the 5% of people who fly the most, while 72% of people would escape fees by flying either once only or not at all.

🧳 We currently support the idea that frequent flyers, those who fly further, and those who choose to fly in more carbon-intensive premium seats should pay more for their pollution and to fund decarbonisation.
👨🏫 In this talk, Alex takes us through the methodology used in the study, key findings, and proposals for how to implement the measures. He explains the reasons and design of the proposals and discuss with us how to make it a credible policy option in the EU and at country-level.
